Overview

BTI Security is looking to provide a Facility Security Officer (FSO) for our contract .
The organization consists of approximately 320 employees, comprised of intelligence professionals, specialists from the financial industry and technology experts. Using advanced technology and a variety of data sources.

OBJECTIVE OF THE POSITION
This individual will lead sensitive security efforts in a challenging cross-functional role, working with a broad array of company members and departments to assist with managing the Sensitive Compartmented Information (SCI) security program for the Financial Crimes Enforcement Network (FinCEN) and the operational security of two Sensitive Compartmented Information Facilities (SCIFs); Serve as the Facility Security Officer (FSO) for the Director of Security and provides unique SCI security services to FinCEN supporting 6 divisions.

Job Skills / Requirements

The FSO will also:

Assist with managing the Sensitive Compartmented Information (SCI) security program for the Financial Crimes Enforcement Network (FinCEN) and the operational security of two Sensitive Compartmented Information Facilities (SCIFs).

Provide comprehensive SCI services to all members assigned or attached; Ensure that policies and precedents established by the Department of the Treasury are followed;
Serve as the Facility Security Officer (FSO) for the Director of Security and provides unique SCI
security services to FinCEN supporting 6 divisions; Conduct security preliminary inquiries on
SCI-related matters of potential security concern.

Assist in providing advice and guidance to FinCEN employees on SCI related matters, e.g., SC/F systems accreditation; technical security countermeasures; TEMPEST (compromising emanations) accreditation and Technical Surveillance Countermeasures (TSCM), physical accreditation requirements and Physical Security requirements.

Provide guidance on entry/exit of electronic media and equipment, telephone systems, video
telephone conference and security containers requirements within a SCIF.

Advise on visitors or conferences for U.S. personnel and the requirements for each; and personnel security and foreign travel requirements, as they relate to nature of travel and agency impact.

Attend staff meetings and addresses security questions and concerns. Manages all security actions and procedures necessary for maintenance of the accreditation of multiple SCIFs.
Liaise on special security matters to ensure SCI operational oversight such as managing visitor
databases utilizing Automated Message Handling System, Scattered Castles and Joint Personnel Adjudication System (JPAS).

Manage SCIF Access Roster and Perm Cert Lists; Manages numerous personnel security related functions and services.

Provide counseling for practices dangerous to security (PDS), infractions or security violations;
Ensures personnel security requirements are met; Develops lnprocessing and Out-processing
procedures to include security oversight briefings; Provides Courier briefings and documentation.

Sends and receives classified documents and packages via Defense Courier Service (DCS); Develops policy letters to better enhance organizational function and security practices; and provides security guidance to the workforce.


QUALIFICATIONS & SKILLS
Successful candidates must meet or exceed the following levels of experience and education:

Highly trained senior security specialist with a minimum of 5 years' experience in the
Department of Defense Sensitive Compartmented Information (SCI) program; Should be able to perform duties involved with Sensitive Compartmented Information Facilities security as a Facility Security Officer (FSO) involving the protection of intelligence sources or methods of intelligence systems and means of collection, with the physical security of Sensitive Compartmented Information Facilities (SCIFs) and/or duties associated with Communications Security (COMSEC).

Knowledge of a wide range of security concepts, principles, practices and methodologies in order to independently review, analyze, and resolve difficult and complex security problems.

Knowledge of physical, personnel, information, and operations security concepts, principles, policies, practice, and methods to independently develop plans, policies, and procedures to implement security awareness and to isolate problems.

Applies extensive knowledge to difficult and complex work assignments and has a
comprehensive, intensive, practical knowledge of national level security requirements as they apply to SCI materials and facilities.

High School Diploma/GED
Bachelor's Degree
Associates Degree
At Least 2 Years of College

Certification Requirements (All)

Top Secret/SCI Clearance (ACTIVE)

MINIMUM REQUIREMENTS
• Must be a US Citizen
• Active/final Top-Secret Security Clearance/SCI
• Minimum of 3-5 years of experience in related field
• Relevant Bachelor's degree is preferred, but not required
• In depth knowledge of the National Industrial Security Program Operating Manual (NISPOM)
for FSO responsibilities and thorough understanding of Chapter 8 requirements for ISSM
responsibilities Familiarity with HSP-12 PIV
• Knowledge of Windows or similar operating systems and DSS self-certification authority with
familiarity with the Office of Designated Approval Authority (ODAA) Process
• Knowledge of DSS self-inspection requirements for DSS Annual facility inspections
• Knowledge of personnel security, document control, and physical security requirements
• Ability as an effective communicator, with proven history to develop and deliver effective
briefings and educational training material for business audiences
• Must be detail-oriented and possess the ability to communicate effectively both verbally and in
writing
• Possess knowledge and the capability to utilize Microsoft Office products
• Ability to read, understand, and apply printed rules, detailed orders, instructions, and training materials spoken and written in English
• Completion and certification as Facility Security Officer and other government courses related to security program management.
• Proven ability to understand, interpret and act on NISPOM and DCID guidance
